It means that if you are not on a JailBroken iPhone, iPod touch or iPad, you could navigate to Settings>General>Software update. In comparison to complete download in the iTunes, OTA contains only the added improvements. Hence, the size of the download is significantly lesser than manual.

MuscleNerd, the member of the DevTeam has informed over twitter that JailBreakers and Unlockers should stay away from the iOS update today. Although the tethered JailBreak for A4 based devices is possible (select iOS 5.1 in latest Redns0w), but users of iPhone 4S, iPad 2/new iPad should stay away if they are looking forward for a JailBreak in future. Undoubtedly, Pod2G has got untethered iOS 5.1 JailBreak running on his iPhone 4S which could be expanded to other iDevices. Perhaps, it could be released soon.
